A letter from our CEO Andrea Evans
As you navigate our website, I hope you learn more about the qualities that make our organization an outstanding nonprofit provider to children, youth, young adults, and families in Fresno and Madera County, and throughout the state of California.
We provide services that “Build a Foundation for Life.”
The VTR Foster Family Agency (FFA), Adoption Agency, Residential Therapeutic Program (STRTP) at the Ranch, and the Transitional Living Home, each provide HOPE to children, youth, and families through life-changing relationships and experiences. Young adult men living in our transitional living home, at-risk teenage youth at our Residential Treatment homes on the ranch, or abused or neglected children in the foster care system placed in loving homes, are given every opportunity to build a foundation for life through VTR’s supportive services and personalized care.
We have services that reach throughout the state of California.
Our Foster Family Agency and Residential Therapeutic Program serves over seven counties in California. Children and youth placed with us are dependents of Social Services or youth with behavioral challenges placed by Juvenile court order.
Through VTR’s highly trained staff and mental health professionals, supportive services and therapeutic care, trauma-informed practices, intervention, advocacy, and personalized care are provided to children, male youth, and families.

Mental health Counselors, social workers, administrative professionals, and highly trained staff work hard to help each life they touch, thrive and succeed.

We are an organization deeply rooted in a faith foundation that guides our work with our clients, community, and with each other. Our goals are to provide hope, commitment to service, healthy relationships, integrity, and excellence in our actions and interactions. We do not affiliate with a specific denomination or religious organization. We do not proselytize, but provide opportunities for prayer, and religious services. We believe prayer transforms lives.

A little about Andrea Evans, CEO
Andrea began her career with VTR in 2003 with a BS in Criminology. Her goal was to work at VTR and pursue a career in law enforcement. However, after working as a Child Care Worker, Andrea fell in love with the Ranch. The motto at the time was building young lives and Andrea knew then that VTR is where she wanted to stay. Working with the youth at the ranch ignited her heart and her passion and over the years, she advanced her career at VTR. She became a social worker, Ranch Program Coordinator, Assistant Director of Operations, and now Chief Executive Officer. Former CEO, Connie Clendenon, and VTR Board of Directors appointed Andrea as CEO of VTR. Andrea is married to Joseph Evans and has two daughters.
